Postovani kapetani,
Zelim da Vas upoznam sa planovima i aktivnostima IMHA (International Maritime Health Assotiation), udruzenjem koje povezuje sve organizacije i udruzenja koja se bave zastitom zdravlja pomorca, a imaju zajednicki interes da obezbijede zdravo i sigurno radno mjesto pomorca, ocuvaju radni vijek, srijece povredjivanje, profesionalna oboljenja i bolesti u vezi sa radom.
Nas zakon ZASTITE NA RADU SL.CG 79-04, je jasno difinisao obaveze kako poslodavaca, tako i zaposlenih, ucesce i izradu Akta o procjeni rizika na radnom mjestu, obaveznu primjenu sredstava zastite na radu, i zajednicke napore da se obezbijedi zdravo radno mjesto, da bi se sacuvalo zdravlje pomoraca.
Planirani 10 Symposium IMHA ce raspravljati o globalnim perspektivama i donijeti smjernice koje su obavezujuce za sve pomorske zemlje, medju kojima je i nasa.
Predhodna dva Simpozijuma, odrzana u Rijeci - 2005., Danskoj – 2007. smo aktivno propratili sa svojim naucnim radovima, a imamo namjeru da budemo prisutni i u Indiji, Goa, 2009.
Smatramo sa su problemi o kojima ce se raspravljati na Simpozijumu Medicine za pomorce, vrlo interesantni za sve ljude koji proucavaju i rade sa pomorcima.
Zelim uspjesan rad Vasem udruzenju, a brzi razvoj nasoj Pomorskoj privredi i medicini koja ce ovo sve pratiti.

ECDIS becomes mandatory
ECDIS becomes mandatory MANDATORY carriage of ECDIS is to become a reality, following agreements reached at the Nav 54 meeting at the IMO on 2 July.
MANDATORY carriage of ECDIS is to become a reality, following agreements reached at the Nav 54 meeting at the IMO on 2 July. The precise wording of the proposed amendments to Solas remains to be worked out, but the main points have been agreed as a recommendation to MSC 85 later in the year. The industry is being given a long lead time to get used to the idea of ECDIS carriage, with first effective date falling on 1 July 2012. From then onwards, all new passenger ships of 500gt and above and tankers of 3,000gt and above built for international voyages will be required to carry ECDIS. The precise details of the ship categories and exemptions are still being resolved, but the Nav 54 delegates were unanimous in their decision that ECDIS should become mandatory.
The programme is being presented as a measured approach to implementation of carriage requirements. This will enable more time for more ECDIS chart coverage to be achieved and for administrations to adapt to the new requirements.....Fairplay news

Upoznao razne rase, nacije, religije, kulture. Velicanstva zvana ZENE. Mrvice od svega, kao prvi pomorac u istoriji Crne Gore koji je CIJELI RADNI VIJEK proveo na brodovima, pretocio u knjigu PROFONDO – da istina ne umre. NEMIRNE DUSE – sa plavih puteva, je autoru druga knjiga. Sadrzi: iskustva, traume, ljubavi, pjesme, aktuelne teme.
Objavljivao je priloge u vecini pisanih medija CG. Nezavisnim, opozicionim i strucnim. Osnivac NVO –Pravda- devizne stedise, iz Kotora. Kao penzioner i dalje plovi u svojim snovima…

Na osnovu licnog zahtjeva i zbog odlaska na novo radno mjesto, Skolski odbor ove ustanove je razrijesio g-dina Renata Brkanovica sa mjesta direktora Pomorske skole. Skolski odbor je izabrao g-dina Veljka Boticu za v.d. direktora koji ce ovu duznost obavljati do izbora novog. Takodje, Skolski odbor je donio odluku da se odmah raspise konkurs za izbor novog direktora ove ustanove. Ocekuje se da ce novi direktor biti izabran do kraja aprila o.g.

Owners on piracy warpath
World-wide ship owner-s association Bimco is seriously concerned about continued pirate activity off the coast of Somalia despite all efforts to date by the IMO and the presence of international coalition warships. Hailing the release of the hijacked Svitzer Korsakov last week, Bimco noted on its website that despite the wide publicity given to the dangers of Horn of Africa waters, last year the region saw 12 ship hijacks and 154 seafarers taken hostage. -Bimco deplores these statistics-, it says, -and is actively lobbying for more serious action … The hands of [Coalition Task Force 150] need to be unshackled by the UN Security Council,- Bimco warns, -before more deaths occur or worse – the terrorist hijacks the situation.- Bimco supports the International Maritime Bureau efforts to increase deterrence of piracy, and recommends the prosecution of pirates caught through the International Court of Justice, it says. The issues are to be a major theme at Bimco-s piracy seminar being held this year in Dubai from 16-17 June.

Swift IMO action urged on emissions
Swift action to implement stricter air pollution rules for commercial vessels is being urged as the IMO prepares to meet. Next week, the Marine Environmental Protection Committee is set to meet in London to consider a number of proposals – and the International Chamber of Commerce has gone on record to ask the IMO to act … and soon. The Paris-based ICC and others are concerned that if the MEPC does not move quickly and effectively to deal with the issue internationally, individual nations and even US states may soon develop a patchwork quilt of conflicting regulations that could harm the industry. California Democrat Barbara Boxer has introduced legislation calling for US regulation of vessel air emissions and the California Air Resources Board has been pushing for state wide emission rules. Both of these initiatives can be expected to move forward if the IMO does not take prompt and effective action. Don O-Hare, VP of the World Shipping Council and an advisor on the US delegation to next week-s meeting, welcomed the ICC statement. -It-s in the best interest of all segments of our industry for the IMO to develop environmentally effective standards and adopt an international regime to implement them. Five seafarers criminally charged over Chesapeake fracas
Five seafarers aboard the Malta-flagged cargo ship Ocean Victory have been criminally charged over a fracas last week that led to the vessel being detained as it was leaving Baltimore. Wojciech Kowalski, 63, of Poland, master of the 6,000 dwt general cargo vessel, was charged with failing to ensure the wheelhouse was staffed by a competent crew member and with failing to notify the Coast Guard that the ship did not meet minimum staffing requirements, the Maryland US attorneys office said in a statement. Four other crewmen were charged with being drunk on duty. According to court documents, crew members admitted they bought a case of beer and that one crew member had drunk eight beers before departing from Baltimore. The crew members charged with being drunk face a maximum one year in prison and a USD100,000 fine. The Coast Guard boarded the ship at the mouth of the Patuxent River, near Drum Point on 10 March after receiving a call from a pilot who reported a dispute onboard. The pilot reportedly smelled alcohol on the breath of the helmsman and he and a second crewman departed the bridge – leaving the pilot alone. After being alerted to the situation, the captain sent another crewman to the bridge but he allegedly shoved the pilot and threatened him with a -large knife-. Manual standards debate emerges
With shipboard officers now spending half their time on paperwork, the alleged lack of manual standards is gaining new attention. Speaking at the Connecticut Maritime Association conference in Stamford, BIMCO president Philip Embiricos asserted that onboard manuals are insufficient. He stated that they are often installation manuals, not instruction manuals, and that there are language barriers to their use. This leaves crew in vulnerable positions, he noted. Embiricos believes that a unified standard, mandated by IMO regulation, is required, with simplified manuals offered in electronic formats. ABS chairman Robert Somerville countered that progress had -gone a long way- to creating more unified manual standards. Intertanko managing director Peter Swift disagreed with Embiricos on the policy front, noting that a call to regulate manual standards would lead to port state control inspections on whether manuals were in order. Hrvatska - Pomorci u sistemu od 01.01.08.
Nedavno je u Dubrovniku odrzana javna tribina o socijalnoj reformi pomoraca.
Tom prilikom je iznesen podatak da se od 01.01.08. do 07.03. vec oko 3.000 pomoraca, putem luckih kapetanija, prijavilo u socijalni i porezni sistem Hrvatske. Ovo se smatra uspjehom i za ocekivati je da ce ubrzo i ostali hrvatski pomorci (procjena je da ih ima oko 32.000), bez obzira da li plove pod hrvatskom ili nekom drugom stranom zastavom, uci u penzioni i zdrastveni sistem. Za hrvatske pomorce u medjunarodnoj plovidbi, visina mjesecne osnovnice za placanje doprinosa za obvezna osiguranja utvrdjuje se prema plati za iste ili slicne poslove na brodu u nacionalnoj plovidbi, a ne prema njihovim stvarnim prihodima. Tako, Zapovjednik ima osnovicu od oko 6.500 kuna (oko Eur.850) a mornar oko 2.400 kuna (oko Eur.320). Kada se radi o porezu na dohodak, hrvatski pomorci su oslobodjeni ovih poreza pod uslovom da su u kalendarskoj godini proveli vise od 6 mjeseci na brodu.
Najavljeno je da se dalje planiraju i izmjene u njihovom Pomorskom zakoniku kojim bi se pomorcima, ponovo, omogucio beneficirani radni staz. Podsjecamo da su i hrvatski brodaru, u cilju konkurencije, oslobodjeni poreza na dobit. Uvodjenjem nove Pomorske knjizice, ovjerom navigacije i prijavljivanjem za socijalni i porezni sistem, Hrvatsak je na dobrom putu da dobije centralnu bazu podataka o svojim pomorcima. Nadalje, podsjecamo da je Hrvatska
tj. njihovo Ministarstvo mora donijelo i Pravilnik o posredovanju pri zaposljavanju pomoracakoje propisuje rad agencija za posredovanje pri zaposljavanju pomoraca. Sve gore pomenuto zahtijeva i ILO 186.

Crew shortages to get -ugly-
DUBAI 6 March – Lars Modin, MD of shipmanager International Tanker Management, focused his worries on crewing at the Marine Money conference in Dubai yesterday. -I see the challenge as employing the ships correctly. I dont believe it is a sustainable situation. I think the biggest challenge is to find competent crew on difficult ships,- Modin declared and pointed to chemicals and gas carriers as an example. Another CEO of a well known tanker company privately told Fairplay: -There will be tiers of owners that will not be able to deal with that shortage and potentially incident rates will increase. Look at the P and I – there are increases coming and most of that will be to cover human errors.- Its a view backed up by Ahmed Essa Hareb Al Falahi, CEO of Gulf Energy Maritime, who was a panelist at the conference. He privately told Fairplay: -The shortage of crewing is a fact of life. It will get very ugly. As we face the shortage, the gap will grow and the crew will go to those who offer more money and a good environment. OpEx [operational expenditure] is going up. It could hurt the industry.- Al Falahi advocates more co-operation between shipping companies to solve the crew shortage. He also encouraged industry colleagues to do their utmost to make life better for crew including less time on board, better safety and more training. -You should never cut training for the sake of saving a dollar,- he asserted. UK coastguard strike - Rotterdam introduces roundabout
SOUTHAMPTON 6 March – The first strike by UK coastguard has begun quietly with no major incidents reported in the first few hours. Around 700 members of the PCS union stopped working for 24 hours in an action which began at 0700GMT this morning. ROTTERDAM 6 March - This summer a new -traffic separation scheme- will be launched in the port of Rotterdam to improve access for heavy draught vessels on the Maasgeul channel . It will extend 10kmfrom the North Sea to the estuary of the Nieuwe Waterweg, and will have a guaranteed depth of 24.30m. The port will get a -shipping roundabout- at sea close to the channel to provide smooth navigating in and out. Harbourmaster Jaap Lems of the Rotterdam Port Authority said the new scheme had been prompted by the incident with the CMA CGM Claudel in a heavy storm on 18 January. The ship dragged its anchors and ran into a jetty, causing an 800-tonne oil spill. The incident forced Lems to re-think present arrangements and he has also decided to introduce extra security measures in heavy weather. Vessels crews are asked to keep VTS channels open for immediate communication with the VTS duty officer, when needed, and the Rotterdam Port Authority will issue updated weather forecasts every hour. USCG boss urges seafarer respect
WASHINGTON, DC 5 March – Coast Guard Commandant Thad Allen has urged members of his service to treat commercial seafarers -with the utmost professionalism and respect.- In a communication sent to -all hands-, Admiral Allen acknowledged that he has -received reports from highly respected professionals recounting Coast Guard boardings, inspections and investigations not displaying professionalism. Additionally, some have said they lost the complete trust they once had in the Coast Guard and are fearful of retribution if they challenge the Coast Guard.- Allen wrote, -We must change this perception,- noting that licensed and documented mariners are -professionals who share our interests in a safe, secure and environmentally compliant industry.- He recalled the words of Alexander Hamilton (the first US Secretary of the Treasury who launched the Revenue Cutter Service) that free men are impatient of -everything that bears the least mark of domineering spirit- and said that applies -as much today as it did in 1790 and equally to international mariners and our trading partners-. US Senator urges double-hull fuel tank
WASHINGTON, DC 5 March – Cargo vessels transiting US waters would be required to have double hull protection around fuel tanks under a proposal floated yesterday in a key Senate committee. And vessels without the twin hull protection would see liability limits evaporate. The proposal came from New Jersey democrat Frank Lautenberg as he chaired the merchant marine subcommittee of the Senate Commerce Committee.-While the number of oil spills from tankers has declined, spills continue to happen from fuel tanks of cargo and fishing ships,- Lautenberg said in recalling the recent Cosco Busan spill in San Francisco Bay. USCG Commandant Thad Allen testified that some cargo vessels now carry as much bunker fuel as some small tankers. -The highest capacity for a freight ship listed in our records is 173,000 barrels or about 7.3M gallons,- he commented, pointing out that -Under the provisions of MARPOL Annex I, double hulls or other protective arrangements for fuel tanks are required for ship contracts awarded after 1 August 2007 or for ships delivered after 1 August 2010.- Allen stressed that prevention – not better clean-up techniques – is the best solution to the challenge and told senators that the USCG is developing new rules for ships and augmenting the vessel traffic service system to help prevent future catastrophic spills. -Let me be clear at the onset, there is no better approach to this problem than prevention.
